New '2+' Road Sign Introduced in Spain: €200 Fine for Violation

Spain’s Directorate General of Traffic (DGT) has introduced a new road sign — a blue circular sign displaying '2+'. It designates High-Occupancy Vehicle (HOV) lanes (Vehículos de Alta Ocupación, or VAO), reserved for vehicles carrying at least two people, including the driver.

Purpose of the Measure

The main goal is to reduce traffic congestion, ease bottlenecks, and encourage carpooling. HOV lanes have long been successfully implemented across other European countries, helping lower overall traffic volume and harmful emissions.

Who May Use '2+' Lanes

The following vehicles are permitted on '2+' lanes:

  • Passenger cars;
  • Vans weighing up to 3,500 kg;
  • Motorcycles — provided they carry at least two people.

Exemptions (allowed even with a single occupant):

  • Buses;
  • Taxis and VTC vehicles (e.g., Uber, Cabify);
  • Car-sharing vehicles;
  • Emergency and rescue services;
  • Vehicles bearing specific environmental stickers (e.g., ECO, CERO);
  • Vehicles transporting persons with disabilities.

Penalties

Violating the rule — for example, driving alone in a '2+' lane — incurs a €200 fine. However, no penalty points are deducted from the driver’s licence.

Where the Sign Is Being Rolled Out

The new sign is being deployed first on the most congested road sections — particularly around Madrid and Barcelona, where traffic jams are most severe. Experts predict that HOV lanes will become commonplace across many Spanish motorways in the near future.

This initiative forms part of DGT’s broader strategy to modernise Spain’s road infrastructure and promote more sustainable, efficient mobility.
