New Rules for Electric Scooters in Spain from 2026
Starting on January 2, 2026, major regulatory changes will take effect in Spain for vehÃculos de movilidad personal (VMPs)—electric scooters, hoverboards, and similar personal mobility devices. These new rules are introduced by the Dirección General de Tráfico (DGT) to improve road safety amid rising accident rates and conflicts with pedestrians.
Key New Requirements
- Mandatory Registration with DGT: Every VMP must be registered in the national registry. Owners will receive an identification number (a label or "matrÃcula") that must be clearly visible on the scooter’s body.
- Civil Liability Insurance: A mandatory insurance policy (seguro de responsabilidad civil) covering damage to third parties is required. Insurance cannot be obtained without prior registration.
- Certification: All new scooters sold from January 22, 2024 must already meet DGT standards (maximum speed of 25 km/h, brakes, lighting, etc.). Older models can still be used until January 22, 2027, after which only certified VMPs will be allowed on public roads.
Operating an electric scooter without meeting these conditions will be illegal. In case of an accident, full financial liability will fall on the owner.
Penalties
- Fines for missing registration, insurance, or ID range from €200 to €1,000.
- The scooter may be confiscated until violations are corrected.
These measures aim to standardize regulations nationwide and enhance pedestrian safety. According to DGT data, incidents involving VMPs have sharply increased in recent years—thousands of accidents occur annually, including those involving injuries.
