New Rules for Electric Scooters in Alicante: Mandatory Insurance Starting 2026

Starting January 2, 2026, owners of electric scooters in Alicante will be required to have civil liability insurance and a vehicle registration certificate for all personal mobility vehicles (VMPs), according to updated regulations from Spain's Directorate-General for Traffic (DGT). Older models purchased before January 22, 2024, can still be used until 2027 without certification.
The local police will have the authority to check for insurance and proper certification. Violators may face fines ranging from €100 to €500, with possible scooter confiscation. The minimum policy coverage is €6.45 million for bodily injury and €1.3 million for property damage. Owners can verify their devices through the DGT's certified model registry.
